TDLR — the Texas Department of Licensing and Regulation — licenses the company that runs your course, approves the course itself, and issues the certificate numbers providers hand out. Before September 1, 2015, that job belonged to the Texas Education Agency, which is why you'll still see old course sites advertising "TEA-approved." House Bill 1786 moved the program to TDLR that year, so the current, correct label is TDLR-approved — the two mean the same thing.

Two things TDLR approval does not cover, and people constantly conflate: it doesn't issue your driving record (that's Texas DPS — the Type 3A record), and it doesn't grant you court permission to take the course (that's your JP or municipal court). Approval just means the course and certificate will be accepted once you've cleared those other two steps.

Three things this list quietly proves, that save you from overthinking the choice:

Any provider on the list is accepted statewide. Texas courts take a certificate from any TDLR-approved provider — your court doesn't assign you one or restrict you by county. It only decides whether you're eligible and grants permission.

Online and classroom count the same. A TDLR-approved course satisfies the court identically whether you take it in a room or on your phone. Online just adds convenience and, with the right provider, an instant certificate.

Out-of-state is fine.307 of these 360 providers are based in Texas and 53 are elsewhere — a current CP license is valid no matter where the company sits. The headquarters on the list tells you nothing about whether the certificate will be accepted; the CURRENT status does.
