Third-party skills testing: your Texas road test at a school

Yes. DPS certifies some driving schools to give the Class C road test, and says the program "reduces the time you must wait to take your driving test". Schools set their own fees, about $70 to $199 at the schools we checked. You still apply at DPS first, and DPS issues your license. At 18 to 24 you still need a completed driver education course before a school can test you, and the full list for each age is below.

A guide from Texas 6-hour adult drivers ed online by Road Ready Safety.

What is third-party skills testing?

It is the DPS program that lets a driver education school give your Class C road test. The testers are driver education schools certified by DPS to administer the Class C non-commercial driving test. DPS says the program ensures applicants have the skills to drive safely, and “reduces the time you must wait to take your driving test”.

These are not informal arrangements. To be certified, a school’s instructors are tested by the Department and the drive route itself is audited and approved.

What do you need to take a third-party road test?

Everyone needs a valid restricted driver license and an ITAD certificate dated within 90 days before the drive test, and at 18 through 24 you also need proof of a completed driver education course.

If you are 18 through 24

  • A valid DE-964/DEE-964 or ADE-1317/ADEE-1317 showing a completed driver education course
  • A valid restricted driver license
  • The ITAD video, with a certificate dated within 90 days before the drive test

If you are 25 or older

  • A valid restricted driver license
  • The ITAD video, with a certificate dated within 90 days before the drive test

Note “a valid restricted driver license” in both lists. That is the license with a B restriction that DPS issues at your first visit, after your documents, the vision test and the knowledge test. So the order is: DPS first, then the school road test. If you hold no Texas license yet, a school can’t test you.

How much does a third-party road test cost?

Each school sets its own price. Fees for a drive test administered by a driver education school are not regulated by the Department. DPS charges nothing for its own road test beyond the license fee, so a third-party test is money you spend to buy time.

Whether to pay depends on your local office’s queue. On October 13, 2026 the median DPS office was 20 days out for the road test, and 83 offices were more than a month out. Check your office first. At a two-day office a third-party test is wasted money; at a two-month office it may be the difference between having a job and not.

What does DPS say about the course at 25 and over?

DPS says it is not required for first-time applicants over 25 but is highly recommended, in these words:

“If you are older than 25 and are applying for a Texas driver license for the first time, you are not required to have completed driver education, however it is highly recommended.”

— Texas DPS, Third Party Skills Testing Program

We would not have put it that strongly ourselves, and we sell the course. It is DPS’s own view of first-time applicants over 25, offered on a page about something else entirely.

Common questions

What is third party skills testing in Texas?

A DPS program that authorizes certified driver education schools to administer the driving test for Class C non-commercial applicants. DPS says it exists partly because it "reduces the time you must wait to take your driving test". The schools are audited: their instructors are tested and their drive route is approved by the Department.

Is a third-party driving test as valid as a DPS one?

Yes. It is administered under DPS certification for the issuance of your Texas driver license. The difference is who runs it and how soon you can get in.

What do I need to qualify at 18 to 24?

A valid DE-964/DEE-964 or ADE-1317/ADEE-1317 showing a completed driver education course; A valid restricted driver license; The ITAD video, with a certificate dated within 90 days before the drive test.

What do I need at 25 or older?

A valid restricted driver license; The ITAD video, with a certificate dated within 90 days before the drive test.

How much does a third-party driving test cost?

It depends on the school: about $70 to $199 at the local schools we checked. Fees for a drive test administered by a driver education school are not regulated by the Department. Ask before booking.

Do I need a license before a third-party road test?

Yes: the restricted license (B restriction) DPS issues at your first visit, after your documents, vision test and knowledge test. It lets you drive only with a licensed driver 21 or older in the front seat. Book the school test after you have it.

Do I still need the ITAD video?

Yes. DPS requires ITD completion for third-party testing the same as for its own, with the certificate dated within 90 days before the drive test.
